This at the very least opens up the possibility that she is being overwritten too, that her program is compromised in some way and she is partly controlled by Rogue Process. Once again, some subtle clues left by the developers help us out.ДЇirst, in one of the medbays, Sally mentions that 'something' is overwriting the system. Perhaps the fact that her goals serve the RP's is just the latter's good luck? Sally appears to be a medical AI and it is her duty to get to Hayes who has an outstanding request for medical assistance. Someone might object here that the alignment between Sally and RP is only coincidental. When Warren finally achieves this, the immediate consequence is the death of Hayes at Sally's hands, the withdrawal of his vote option, and the approval of Utopia. It is also revealed that she has rather ruthlessly recruited at least two others for the same purpose (Mallory and someone else mentioned by her in her audiologs). She goads the player/Warren to unlock the board throughout the game. When we keep this is mind, it seems rather sensible to assume that Sally would be the RP's means to this end. After this, it would need either to move the cursor on Hayes's screen from no to yes and vote, passing the Utopia project 5 to 3, or force the retraction of his vote option, making the final vote 4 to 3 in favor of Utopia. But to do this it needed to have the vote complete and complete in its favor.ДЄccessing the boardroom would be the first step toward this. From the Rogue Process's perspective, however, this was only a temporary solution. This paused the Utopia vote and initiated the failsafe protocols which locked down the boardroom and activated security. The Rogue Process attacked the board, and the whole CREO network. Key to answering these question is holding on to what we know about the surge and the boardroom. Why does she want to get Warren to the boardroom? Is she benevolent or malevolent? Does she try to help Hayes or hurt him? Sally is certainly an AI, as confirmed by her server in the server room and the 'Turing Test' achievement unlocked by finding it.
